London Legacy Development Corporation (LLDC) is seeking a Senior Design Manager for the Queen Elizabeth Olympic Park and the wider LLDC area.

The Senior Design Manager plays an important role in helping to ensure high quality design is consistently provided across the Legacy Corporation’s projects.

Other key responsibilities include:

  • Advising the planning authority on design and architectural aspects of third-party applicant’s proposals within the LLDC area. This may include details and contextual analysis.
  • Producing high quality design briefs, design proposals, feasibility design studies and design guidance.
  • Procuring and managing consultants, advisors, design teams and suppliers/contractors for works in relation to project development and delivery, drawing upon best practice and professional standards.
  • Leading and managing design solutions and delivery of complex development projects. Managing design teams to successfully navigate stakeholder issues and site constraints.
  • Applicants for this role will be chartered within Architecture and have experience of managing UK projects through the whole lifecycle from concept ideas through to site management and delivery.
  • A good knowledge of the LLDC area and the neighbouring communities would be advantageous. Strong diplomacy and relationship management skills are key, including the ability to cultivate strong relationships and to effectively manage a range of complex and diverse stakeholders.

You will manage and monitor the planning, feasibility, developer procurement, contractual negotiations, and delivery stages of key property development and regeneration projects owned by the LLDC. You will research, analyse and present property market data, undertaking financial viability and development appraisals, to support decision making and project delivery.  You will directly negotiate commercial and property development contracts which meet the Corporation’s needs and limit financial and reputational exposure. As well as take a lead role in procuring and managing consultants and other relevant advisors to support project delivery, ensuring compliance with Corporate Policies and Procedures.

To be considered, ideally you will have a degree level qualification in a relevant discipline, e.g. Surveying, Estate Management, Project Management and ideally a professional membership of appropriate body, e.g. RICS, or equivalent by experience.   You will have a demonstrable track record in managing multiple, complex property development, regeneration projects from inception to completion. Senior Planning Manager

Salary: £55,000*

London Legacy Development Corporation has a rare and exceptional opportunity for a Senior Planning Manager.

You will play a pivotal role assisting with the transformation of a traditionally deprived area into a world class, sustainable and thriving neighbourhood by project managing innovative and cutting-edge schemes through the planning system.

As a key member of the Development Team, your primary responsibility will be to work client side preparing and submitting high profile major and strategic planning applications for approval by the regulatory team.

This is an extremely rare and exciting position where you will have the opportunity manage major applications for prestigious mixed-use projects that include the development of new neighbourhoods, public realm development, leisure and educational facilities with developments encompassing 650 to 1300 new homes.

As this is a multi-faceted post, you will have the opportunity to engage with multi-disciplinary teams from development through to design that may include contributing to the development of cutting-edge strategic masterplans.

Responsibilities;

  • Prepare and submit large scale major and strategic applications (both outline and detail)
  • Manager and procure external planning and technical consultants
  • Negotiate the discharge of complex planning conditions and reserved matters
  • Liaise with the GLA, TfL and other key stakeholders
  • Undertake pre-application meetings and participate in stakeholder and community consultation exercises.
  • Develop a close working relationship with the LLDC regulatory and major decisions team
  • Contribute to the development and preparation of a new masterplan

The successful Senior Planning Manager will have acquired a minimum of 5-6 years post qualification experience in Development Management preferably working for a Developer or Planning Consultancy.

In addition, you will be adept at preparing and submitting large scale and strategic planning applications coupled with a natural enthusiasm for planning and major development.

Moreover, you will have an awareness of EIA processes with an aptitude for analysing technical reports, drawings and managing external consultants.

Finally, as Senior Planning Manager you must a team player with excellent verbal and written communication skills, RTPI or equivalent professional membership preferred but not essential.

To be considered for this role you will ideally be degree level qualified in Estate Management, Surveying or a RICS accredited property degree, or equivalent. Ideally but not essential, you will hold a professional membership (RICS).

You will have a track record in managing property development projects from inception to completion, ideally with a good mix of sector experience and with excellent stakeholder management experience both internally and externally.

You will also manage and co-ordinate project teams, comprising both internal colleagues from other specialist disciplines and external consultants and advisors.

You will directly lead and manage the delivery of specific large, complex and politically sensitive development projects. From feasibility stage through to business planning, masterplanning, procurement and implementation, acting as Project Sponsor, to ensure viable, vibrant and sustainable mixed-use neighbourhoods. You will also directly manage relationships with stakeholders and joint venture partners and have the ability to pre-empt any challenges, be the “eyes and ears” keeping very close to each project. You will be able to research and maintain a comprehensive database of local-property values and transactions and model inputs to inform financial viability analysis and providing detailed financial viability support to the Development Directorate for a range of purposes including (but not limited to) scheme optimisation to support the preparation of development briefs; master planning stages; planning applications; planning viability negotiations.

To be considered for this role you will be a Chartered Surveyor or have a similar qualification in property, finance or economics related discipline. You will be able to demonstrate experience of property financial viability analysis for a range of purposes. You will also need to have Excel and Argus Software knowledge to design, build and populate financial models. Strong communication skills are also essential.

You will direct and manage a team of Heads of Development, Senior Development Managers, Development Managers and others, providing support, guidance, advice and leadership. As well as advise the Executive Director of Development, attending and presenting to Executive Management Team, Strategic Executive Management Team, Investment Committee and Board as appropriate on development issues.

In addition to the above you will lead the delivery of major development projects, from feasibility stage through to business planning, masterplanning, procurement and implementation, to ensure viable, vibrant and sustainable mixed-use districts. As well as lead on the development of mechanisms to bring forward future phases of development within the area of responsibility, testing different models to accelerate the delivery of housing and other alternative, commercial, leisure, and appropriate culture and educational uses. The Head of Design will lead and provide strategic advice to deliver the highest quality architecture and urban design for a specified portfolio of projects, including masterplans, capital projects, policies and strategies. The incumbent will ensure all projects meet the Legacy Corporation’s priority themes, particularly compliance with high quality design, and deliver against the business plan objectives and long-term regeneration vision.

Ideally, applicants for this role will be dual qualified within the Architecture, Urban Design and/or Landscape Architecture disciplines. Professional membership of the relevant governing bodies such as the ARB, RIBA and/or CMLI is desirable.

Given the seniority of this position, candidates will need to have significant post qualification experience in leading and managing the design of large-scale UK architectural, urban design and masterplanning programmes and consultant teams to deliver innovative and sustainable solutions within a comparable context. Ideally candidates will also have experience of managing, promoting and developing complex private/public sector partnerships.

The focus of this role will be pre-construction so candidates should have a track record of bringing together project programmes and scopes of work and managing consultants on urban regeneration projects. Candidates will also be versed in brokering collaborative working relationships with a range of key senior stakeholders, building partnerships across sector boundaries.
